MPs Approve New System to Standardize Education Qualifications

On Tuesday, August 13, 2025, the National Assembly Committee on Delegated Legislation in Kenya approved new regulations aimed at creating a standardized system for recognizing and accrediting qualifications across all levels of education nationwide. This landmark decision, led by Ainabkoi MP Samuel Chepkonga, seeks to enhance the quality and credibility of education and training certificates issued in the country. The move follows extensive consultations with stakeholders in the education sector, ensuring a collaborative approach to reforming Kenya’s education framework.

Education Cabinet Secretary Julius Ogamba presented the Kenya National Qualifications Framework (General) Regulations, 2025, to the committee, accompanied by Kenya National Qualifications Authority (KNQA) CEO Alice Kande and Council Chairperson Stanley Kiptis. Ogamba emphasized that the regulations incorporate amendments proposed by MPs during a session on April 1, 2025, reflecting a commitment to addressing parliamentary concerns. He defended the framework, stating that it will harmonize and standardize education and training, enabling greater portability, mobility, and recognition of qualifications both within Kenya and internationally.

A key provision of the regulations, outlined in Clause 26, introduces a formal accreditation process for all qualifications. This requirement mandates that any foreign educational institution seeking to award qualifications in Kenya must first obtain approval from the relevant regulatory authority. This measure aims to ensure that all credentials meet national standards, safeguarding the integrity of Kenya’s education system.

The regulations also establish a comprehensive system to measure learning progress and achievements, recognizing knowledge acquired through formal education as well as informal and non-formal routes. This inclusive approach acknowledges diverse pathways to learning, making the system more equitable and accessible. To support this, the framework calls for the creation of a national qualifications database and a central register of all approved awarding bodies. These tools will facilitate the verification and tracking of credentials, enhancing transparency and accountability in the education sector.

Following the committee’s endorsement, the National Assembly announced that a detailed report on the regulations will be compiled and submitted to the full House for debate and final approval. This step ensures that the proposed system undergoes thorough scrutiny before implementation, aligning with Kenya’s legislative process.
