Independent Policing Oversight Authority (IPOA)

The Independent Policing Oversight Authority (IPOA) is a statutory body established under the IPOA Act, published in November 2011, to provide civilian oversight over the work of the police in Kenya. The inaugural Board was sworn into office in June 2012.

IPOA's primary mandate is to enhance professionalism and discipline within the National Police Service (NPS), thereby fostering public trust and confidence in policing services. The Authority operates with a clear vision of being a transformative entity that promotes public trust and confidence in the NPS.

IPOA's core functions include conducting independent and impartial investigations into complaints against the police, monitoring and auditing NPS operations and procedures, and inspecting detention facilities to ensure the rights of detainees are upheld. The Authority also reviews and audits investigations and actions by the Internal Affairs Unit (IAU) of the police to independently verify that the internal police system addresses complaints against officers fairly and effectively.

Additionally, IPOA is empowered to take over investigations from the IAU if not satisfied with the unit's pace or effectiveness.

To facilitate public engagement, IPOA has established accessible channels for lodging complaints, including provisions for anonymous submissions. Upon receipt, each complaint is registered, acknowledged within twenty-four hours, and subjected to a thorough assessment to determine the appropriate course of action, which may include preliminary inquiries, full investigations, or referrals to other relevant bodies.

In its commitment to transparency and accountability, IPOA publishes regular reports and newsletters detailing its activities, findings, and recommendations. These publications serve to inform the public and stakeholders about the Authority's efforts in promoting ethical policing practices and safeguarding human rights.
